Michael Phelps, an 18-time Olympic gold medalist, was popped overnight for a DUI for the second time in Maryland.

Apparently, Phelps was flying through a 45 mph zone at a clocked 84 mph, and when he was finally pulled over the athlete reportedly bombed field sobriety tests. Also, his blood alcohol content was more than twice the legal limit, leaving officers with no choice but to arrest Phelps.

Apparently, Phelps was taken to a nearby Baltimore police station, where he was booked with DUI, excessive speeding and crossing double lane lines before eventually being released. Phelps was only 19 when he was first popped for a DUI in Maryland in 2004. He managed to strike a deal then with prosecutors and served a sentence of 18 months probation.

Ryan Lochte was Phelps's teammate during the 2012 London Olympics and knows him well. When told of Phelps's DUI, Lochte told the press, "He just makes dumb decisions. He has so much money to get a driver. Just stinks for the sport of swimming. But he will become smarter from this. Luckily, he did not hurt himself or someone else."

Back in 2004, he issued a statement regarding his arrest, saying, "I recognize the seriousness of this mistake. I've learned from this mistake and will continue learning from this mistake for the rest of my life."
