Cyrus had been drawing headlines for her bad-girl behavior prior to the event, took the pop culture moment of the year when she began grinding all over vocalist Robin Thicke, and seemingly mimicked pleasuring herself with a giant foam "no. 1" finger. And that was in New York City. Imagine what she could do in Amsterdam, the host of this year's EMA ceremony.
